Pennsylvania residents rang in 2011 with parties and fireworks hoping this year will be better for everyone in the state. So far, Pennsylvania homebuilders are none too happy with the start of 2011. New building codes taking effect this year have the potential to cost builders thousands of dollars.
January 1 marked the start of a government mandate in Pennsylvania that requires all newly constructed one and two story family homes have an automatic fire sprinkler system. While the system is relatively easy to install, builders believe the added cost will result in lower sales. They also think the decision to install fire suppression systems in private homes should be left up to the buyer. The head of the Pennsylvania Builders Association said the decision should be the choice of consumers, not a government mandate. On the other hand, however, advocates maintain installing sprinkler systems is an important safeguard. Advocates argue that sprinklers will save lives and ultimately lower home insurance premiums. The U.S. Fire Administration, a division of the Federal Emergency Management Agency (FEMA), feels insurance could decrease up to 10 percent as more and more homes are built with the sprinkler systems. According to the Fire Administration, there were 377,000 home fires in 2009 that resulted in 2,590 deaths and over 13,000 injuries. In addition, over $7.8 billion dollars were lost to property damage as a result of fires. While the agency will not offer specific dollar savings they are certain sprinkler systems will lower damage costs significantly. Opponents of the Pennsylvania mandate have data from the National Fire Incident Reporting System showing there is a 99.7 percent chance home occupants will survive a fire if they have a functioning smoke alarm. Estimates to install sprinkler systems in new homes range from $6,000 to over $10,000. The builders association, still reeling from the housing meltdown, is concerned that the added cost will make potential homebuyers think twice.
